Commissioning related requirements have been in ASHRAE 90.1 since 1999 and in IECC since 2012. However, commissioning has only been recognized and enforced for most of jurisdictions in New York State in recent years. This presentation discusses the related energy code requirements, common mistakes, and best practices from an engineer’s perspective. So, for building owners, architects and engineers, and contractors, are your building and its systems designed, installed, and functioning properly?

Chonghui Liu (CL), PE, ECM, LEED AP

Principal Engineer, Arcadis Chonghui Liu (CL) is a Principal Engineer with Arcadis, a global design and consulting company. He has 15 years of experience in energy consulting and mechanical system design, project and team management, and business development. He has been striving to help communities, campuses and building owners – of over 50 million square feet of commercial space – provide comfortable and productive built environment while achieving energy efficiency and sustainability goals. CL holds an M.S. in Mechanical and Aerospace Engineering from Syracuse University, and he is a licensed professional engineer (PE) in the State of New York. He has been a mechanical subcommittee voting member of ASHRAE Standard Committee 90.1 since 2016 and contributed to publication of ASHRAE energy standard 90.1-2019 and 90.1-2022; he serves as ASHRAE Region 1 Vice Chair currently and Central New York Chapter Past President 2018-2019. He is an instructor for 2020 Energy Conservation Construction Code of New York State and New York City with Urban Green Council, and he serves on the NYSERDA stakeholder advisory group for 2023 NYStretch Energy Code development. His technical expertise includes HVAC design and optimization, energy audits and master planning, and commissioning and retro-commissioning.
