Speakers:

Andrew McLean

Andrew McLean is a Policy and Project Associate at the NYC Department of Buildings, working in the legal and policy team of the Department’s Sustainability Bureau. Andrew supports the Sustainability Bureau’s implementation of Local Law 97 and the communication of its requirements to building owners in New York City.

Andrew spent the previous three years as a senior policy advisor for the government of the United Kingdom, in the Department of Energy Security and Net Zero. He developed policies to build a workforce capable of delivering on the UK’s building decarbonization goals and to regulate the use of heating oil in homes. Prior to this he worked with Environmental Defense Fund to decarbonize road transport and reduce air pollution in Europe.

He received a B.A. from the University of Oxford, and a master’s degree in environmental policy from University College London.

Tarek Arafat

Tarek Arafat is the Senior Policy and Data Analyst at the NYC Department of Buildings, and a key member of DOB’s Local Law 97 team working on policy implementation and overseeing the Sustainability Bureau’s data analytics work. With over twenty years of experience in sustainability, engineering, and data science, Tarek leads the energy efficiency and emissions reduction efforts at DOB through policy and technical analysis, focusing on data-driven decision-making that supports all issues relating to sustainable buildings and the clean energy transition, particularly under the mandates of LL97.

Before joining DOB, Tarek served as the Load Management Program Manager at the NYC Department of Citywide Administrative Services (DCAS), where he expanded the program across multiple agencies to achieve significant energy and GHG emission reductions. His efforts included developing analytical tools and training programs that supported NYC’s climate goals. He also worked at Aramark Engineering Solutions and Willdan Energy Solutions, where he managed energy programs, performed energy audits, M&V and ensured compliance with state and local energy mandates.

Tarek holds advanced degrees in Urban Informatics and Data Science from New York University, Environmental Policy and Sustainability Management from Columbia University, and Urban Sustainability from City College of New York. He earned his Bachelor of Engineering in Mechanical Engineering from Stevens Institute of Technology. Tarek is a licensed Professional Engineer (PE) and a Certified Energy Manager (CEM).
