This session is part of a larger series to give sustainability service providers the tools needed to help their clients comply with LL97 and support their clients.

This is the fifth of five upcoming events in the DOB Sustainability Service Provider Webinar Series on LL97:

  • Finding and Using the Covered Buildings List and Matrix
  • Calculating building limits and emissions
  • Prescriptive Energy Conservation Measures
  • Beneficial Electrification
  • Overview of LL97 Adjustments

This presentation covers the Info Guide associated with Article 320 of New York City’s Local Law 97 (“LL97”), a law that addresses the single-largest source of greenhouse gas (“GHG”) emissions in the city – buildings. Article 320 includes the majority of LL97 covered buildings (everything except certain types of affordable housing and houses of worship, which are included under Article 321) and the code language may be found in NYC Administrative Code § 28-320 and 1 RCNY §103-14. The Info Guide is intended as both a general primer and a detailed commentary on various facets of Article 320 compliance.

Speakers:

Emily Hoffman is the Director of the Office of Building Energy and Emissions Performance (OBEEP) at NYC DOB, overseeing the implementation for Local Law 97 and other Sustainability Laws. Prior to OBEEP, she spent nearly 10 years leading the department’s Energy Code team. Ms. Hoffman was heavily involved in local and national energy code development – leading the development of the NYCECC, serving as Vice Chair of the 2024 IECC and participating in the development of ASHRAE 90.1, 229P and NYSERDA Stretch Code. Ms. Hoffman was awarded the Energy Professional Development of the Year award in 2019 and 2020 from the Association of Energy Engineers and named an NYC Climate Hero in 2020.
