Join members of the Department of Buildings (DOB) for the sixth webinar in a series dedicated to Local Law 97 (LL97) reporting. 

On Tuesday, March 18th at 11:00 am, the DOB will present on how to navigate the Local Law 97 (LL97) reporting portal for compliance with Article 320, including: 

  • LL97 Penalty Mitigation (Good Faith Efforts) 
  • LL97 Covered Building List Disputes

There will be a Q & A box for submitting questions, which will be answered by the DOB. 

The webinar will be recorded for future viewing and posted on both the ASHRAE and DOB websites. 

ASHRAE membership is not required, and the webinar is free to attend.

SPEAKERS

Andrew McLean

Andrew McLean is a Policy and Project Associate at the NYC Department of Buildings, working in the legal and policy team of the Department’s Sustainability Bureau. Andrew supports the Sustainability Bureau’s implementation of Local Law 97 and the communication of its requirements to building owners in New York City. Andrew spent the previous three years as a senior policy advisor for the government of the United Kingdom, in the Department of Energy Security and Net Zero. He developed policies to build a workforce capable of delivering on the UK’s building decarbonization goals and to regulate the use of heating oil in homes. Prior to this he worked with Environmental Defense Fund to decarbonize road transport and reduce air pollution in Europe. He received a B.A. from the University of Oxford, and a master’s degree in environmental policy from University College London. 

Julia Fredenburg

Julia Fredenburg is a Senior Policy Advisor at the NYC Department of Buildings, with the Sustainability Bureau, implementing Local Law 97. She has over a decade of experience in public policy, data analysis, and design, within NYC government. Julia received an MPA in Urban Studies from Columbia University and a BA in Mathematics and Fine Arts from UC Santa Cruz. She specializes in strategic planning, collaborative problem-solving, and data visualization. 

Beth Golub

Beth Golub is the Director of Sustainability Policy and Legal Matters at the NYC Department of Buildings, overseeing the legal and policy team in the Department’s Sustainability Bureau, working to achieve energy efficiency and emissions reductions in buildings, which account for two-thirds of all greenhouse gas emissions in New York City. Beth’s work involves developing policy and legal analysis for the implementation of Local Law 97, and advising on all issues relating to sustainable buildings and the clean energy transition. Previously, Beth was an Assistant Deputy Director at the New York City Council, overseeing the attorneys in the Council’s Legislative Division, where she spent nearly a decade drafting and negotiating legislation, as well as advising elected officials on policy and legal matters related to urban development and sustainability. She received her B.A. from the University of Southern California where she studied policy, planning and development, and received her law degree from Fordham Law School, where she since returned as an adjunct professor to teach a seminar on the governance of New York City. She is a member in good standing of the New York State Bar.
