DOB Webinar Series: Combined Reports
Join members of the Department of Buildings (DOB) for the ninth webinar in a series dedicated to Local Law 97 (LL97) reporting.
On Friday, March 28th at 11:00 am, the DOB will present on how to navigate the Local Law 97 (LL97) reporting portal for combined reporting.
Combined reports (or “single reports” in the Rule) are when multiple buildings report together under a single filing fee and RDP attestation. According to 1 RCNY §103-14(b)(4) and 1 RCNY §103-17(b), combined reports are possible when buildings: i) have the same owner; ii) are on the same lot or adjacent lots; and iii) follow the same LL97 compliance pathway.
There will be a Q & A box for submitting questions, which will be answered by the presenting entities.
The webinar will be recorded for future viewing and posted on both the ASHRAE and DOB websites.
ASHRAE membership is not required, and the webinar is free to attend.

Emily Hoffman, Director, DOB Office of Building Energy and Emissions Performance (OBEEP)
Emily Hoffman is the Director of the Office of Building Energy and Emissions Performance (OBEEP) at the NYC Department of Buildings (DOB). She leads the implementation of Local Law 97 reporting and oversees the enforcement of both legacy sustainability laws and the newly established OBEEP audit team responsible for ensuring compliance with LL97. Before taking on this role, Emily spent 10 years leading the department’s Energy Code team, where she spearheaded the development and enforcement of the 2014, 2016, and 2020 versions of the NYC Energy Code. She also served as Vice Chair of the ICC Energy Code Committee. In recognition of her work, Emily received the Energy Professional Development of the Year award from the Association of Energy Engineers in 2019 and 2020 and was named an NYC Climate Hero in 2020.

Thomas Carpenito, Project Manager, Sustainability Enforcement, OBEEP
Thomas Carpenito is a Project Manager at the Department of Building's Office of Buildings Energy and Emissions Performance working to build out the reporting platform (BEAM) for Local Law 97. Before joining the department nearly a year ago, Thomas was the energy specialist at Pace University working to lower energy use at their New York City Campus. His main goal is to improve the user experience in BEAM and increase communicate with the public on Local Law 97.

Lydia Shapiro, Senior Building Energy and Emissions Auditor, DOB Office of Building Energy and Emissions Performance (OBEEP)
Lydia Shapiro is a Senior Building Energy and Emissions Auditor at DOB Office of Building Energy and Emissions Performance (OBEEP) with over 7 years of experience in enforcing NYC Sustainability Laws. Prior to joining LL97 team Lydia worked as a program manager specializing in Benchmarking and Energy Grading Laws. Lydia uses that experience to help industry meet the compliance requirement and reduce the carbon footprint.
