Join the Department of Buildings for an overview of the 2026 Covered Buildings List (CBL) under Local Law 97. Presenters will highlight key updates to this year’s CBL format, guide participants through how to review and verify their building information, and review common data issues and the dispute process. The session will also cover navigating compliance path changes.
There will be a Q & A box for submitting questions, which will be answered by the presenting entities.
The webinar will be recorded for future viewing and posted on the ASHRAE website.

Speakers:

Beth Gollub is the Director of Sustainability Policy and Legal Matters at the NYC Department of Buildings, overseeing the legal and policy team in the Department’s Sustainability Bureau, working to achieve energy efficiency and emissions reductions in buildings, which account for two-thirds of all greenhouse gas emissions in New York City. Beth’s work involves developing policy and legal analysis for the implementation of Local Law 97, and advising on all issues relating to sustainable buildings and the clean energy transition.
Previously, Beth was an Assistant Deputy Director at the New York City Council, overseeing the attorneys in the Council’s Legislative Division, where she spent nearly a decade drafting and negotiating legislation, as well as advising elected officials on policy and legal matters related to urban development and sustainability.
She received her B.A. from the University of Southern California where she studied policy, planning and development, and received her law degree from Fordham Law School. She is a member in good standing of the New York State Bar.

Andrew McLean is a Senior Policy Analyst and Project Manager at the NYC Department of Buildings, and has been working in the Department’s Sustainability Bureau for two years. Andrew supports the Sustainability Bureau’s implementation of Local Law 97 and the communication of its requirements to building owners in New York City.
Previously, Andrew spent three years as a senior policy advisor for the government of the United Kingdom, in the Department of Energy Security and Net Zero. Hedeveloped policies to build a workforce capable of delivering on the UK’s building decarbonization goals and to regulate the use of heating oil in homes. Prior to this he worked with Environmental Defense Fund to decarbonize road transport and reduce air pollution in Europe.
He received a B.A. from the University of Oxford, and a master’s degree in environmental policy from University College London.
